আমাদের অবশ্য মনে রাখতে হবে, নির্বাচনকালে সেনাবাহিনী বা সামরিক বাহিনী মোতায়েনই একমাত্র সমাধান নয়। সুষ্ঠুভাবে নির্বাচনের আরও বহু শর্ত রয়েছে। যেমন নির্ভুল ভোটার তালিকা, প্রচার-প্রচারণায় সমান সুযোগ, মামলা-হামলা-হয়রানি থেকে প্রার্থী, পোলিং এজেন্ট ও দলের গুরুত্বপূর্ণ সংগঠকদের রক্ষা করা, কালোটাকার ব্যবহার প্রতিরোধ, সংখ্যালঘুদের জন্য বিশেষ নিরাপত্তা, ভোট সঠিকভাবে গণনা করে তা সঠিকভাবে প্রকাশের নিশ্চয়তা ইত্যাদি। নির্বাচনকালে সেনা নিয়োগের সিদ্ধান্ত তাই সুষ্ঠু নির্বাচনের একমাত্র নিশ্চয়তা নয়। তবে এটি সুষ্ঠু নির্বাচন অনুষ্ঠানে সদিচ্ছার প্রমাণবাহী একটি অত্যন্ত গুরুত্বপূর্ণ পদক্ষেপ। এ বিষয়ে যত তাড়াতাড়ি কমিশন একটি ইতিবাচক অবস্থান নিতে পারবে, ততই তা নির্বাচনব্যবস্থার প্রতি লুপ্তপ্রায় আস্থা ফিরিয়ে আনার জন্য মঙ্গলজনক হবে। The emergence of army control is very important for the election to be fair and neutralIn the election, there is no law for deployment of military forces.
